I am trying to see what is the best option for getting a new monitor. Currently im playing cod ww2 and the cpu usage is causing fps drops below 60fps. if I turn vsync on my cpu usage keeps going 100% and causes major fps issues. I tried turning fast option on in nvidia for vertical sync and i didnt get any tearing,but some shuttering. Turning the option on in game to 60 fps max put me in the middle with some light tearing and minor shuttering because it kept trying to pull 62-63 fps. The sweet spot I have found is putting it at 55 fps. My main question in when determining the best outcome for the gameplay experience what is the most important. If my computer can handle over 60 fps easily, is it best to use vsync (even though input lag is added and increase to cpu usage), set in game to the max fps or get a monitor that can support g-sync and use that I believe I have a decent understand of what each does, but when I get a new pc I dont see any issues with pulling over 60 fps most of the time.

My current specs are i5 3570 3.4 ghz, gtx 1060 6gb, windowns 7, 16 gb ram

Gsync beats Vsync any day of the week.
But if that's your only issue, try downloading Nvidia Inspector. With that tool you can limit games at 60 fps without any Vsync.

I assume that works like msi afterburner. For some reason when you set it to 60 ot still always goes above ot by a few. I set the ingame fps counter to 55 so that seemed to help also

I found a nice gsync monitor however its a tn panel and it's the cheapest by far gsync montior I've found. I've been told though for 1440p you want an isp panel. I curious if that really matters or if anybody has any info on this one.
Well IPS will have better colors and look more accurate but most TN panels including the one you linked have lower response times (which, in theory is better for gaming, but I don't notice that big of a difference if any at all)
It also depends on the quality of the TN panel used. I'm super happy with the one in my Acer XB280HK.
That's a pretty good monitor based on its specs, mostly because of the 165hz refresh rate but you will have to turn down some settings to get 165 fps with your 1060 and your older i5 isn't gonna help you either so I suggest you try to find a 120hz IPS Gsync monitor.
