Start and Cortana not working in Windows 10

I just bought a refurbished HP 8470p with Windows 10. I updated Windows the minute I got it. Started to load programs and apps and transferring data to the machine.

It works fine for a while. This last couple of days, the start and cortana buttons would not response. Restarting the machine (not restart, total shutdown and retart) would work again. But then it would happen again sometimes.

Any suggestions? The best case scenario is that I don't have to reinstall all the apps and program.

This frequently happens when the user profile gets corrupted, usually I see this when you restore data from another machine into the User directory. See if you can create a new user, and if you can do the symptoms present themselves there?

Yes I have done something with Mail32 profile because I was using pst (MS Outlook) data file from another machine. Would that corrupt it?

Is there a way to repair the profile?

I also suspect that could be virus attack because something funny happened when I clicked the "Open Setting" icon in Window Explorer. It took me to a advertisement webpage instead of opening the Setting.

However, when I ran Malwarebye and AVG, it didn't report any.

Now it has been working fine after a couple of shut-down/start.

Any other scanner I should try?

Did you actually try a different user...? I've never seen this problem from a virus and I've seen it quite a lot. Doubt a program like that would corrupt it, it seems to me the pattern is usually when copying stuff directly between two different user directories from different machines and especially Windows versions.

Usually I just have to make a new user and transfer data from old user to new and it works most of the time.

I'd like to keep the same email. Does that mean that I have to create a second user, then delete the original one.
Then create another one with the original email address.
??

Just make a local user account (Offline account without a microsoft account). Test it and see if it works, if it does then transfer your stuff. Delete the old account then sign into your MS account from the new user and it'll assign it to that user profile.

Is there any link to the process? I will feel more comfortable if there is some step by step instruction.

After I created a local account, can I delete the original account without losing all the established settings?
And after I deleted the initial account, can I link the local account back to the Microsoft account?

The new user will establish new settings, that's kind of the point since the first one is corrupted.

Yes to the second question.
