Processor wont go past .78Ghz accept when in safe mode.

The title says it all. My processor wont go past .78Ghz accept when in safe mode.
My Cpu is an i7 8700k I'm pretty sure its a driver problem but I don't know what driver it would be. Can someone tell me and help me get this to work right?

Also sorry if I posted this in the wrong thread it is cpu related so I put it here.

How are you checking clock speed? CPU-Z? Are you running stress tests on it and it's still staying low?

CPU's don't really have "drivers". The chipset does but regardless of drivers the board should still throttle the CPU up and down.

Okay so what I did was open task manager and it was the same regardless of what I enable or disabled, and when I try launching games like battlefield1, arma3, ark, and R6S, it all stays the same.
