Best Software for Taking Screen Shots

Greetings.

Does anyone know of any good software ( preferably FREE ) that can take excellent quality snap shots of video? Even if the video is of poor quality.

I recently transferred some video of me from an old VHS tape to digital format. Would like to capture a few head shots of myself if possible.

Any and all help would be greatly appreciated.

If the video is of poor quality then the screen shots will be of poor quality. If the quality isn't there in the first place you cannot put it in.
