Battery Not Charging

That last battery I had prior to this one only lasted 16 months. I bought it from AMAZON for .$19.99. I noticed it didn't have the letters "ROHS." I don't know what that means, but this new battery has those letters on it. Also, this new battery fits snug like my original HP battery did. The last battery fit very loose and was about an 1/8" shorter.
