Is my GPU the problem?

So recently my friend was having trouble with his EVGA graphics card underperforming. While he was trying to get a replacement part, they had him test his GPU in another PC. So I took my MSI graphics card out and put his in. He then installed the drivers for his graphics card. Right after this, we put my graphics card in his computer to see how it would handle. After the testing was done and we put the graphics cards back to the right places, I tried to play R6, but was getting very low frames from what I was getting before. So I uninstalled all the Graphics drivers on my PC, and reinstalled mine (I suspected his driver was messing with it). For the most part, this somewhat worked, but I still feel as though my frames are lower on games than they used to be. On Bo4 Blackout, I dropped to about 50-30 frames. And I believe I was in the hundreds. My other games feel a bit lower than they used to but I'm not positive. I suspect when putting my GPU in his PC it got damaged because it started getting coil whine or some other reason (which never happened in mine, but happened to his GPU when it was in his PC). I'm basically curious if this sounds like my GPU is damaged, or something else is causing it to underperform. Or if everything is working ok and the new BO4 update slowed down the game. Also, what is a good diagnostic test site?
Specs:
MSI Geforce 1070 8gb VRAM
intel i7 8700K
16gb DDR4 ram

Frames
about 80 - 100 on PUBG
30 - 50 (sometimes hits 70) on Bo4 blackout and about 60 on multiplayer
75 frames on Fallout 4 (although the refresh rate is locked at 60, still feel like this is low

DDU is what I used when I uninstalled my drivers from my pc the first time. Should I just try it again?

You can. What specs does he have on his computer? Hopefully he didn't skimp out on the power supply.

I checked with my friend and his PSU is fine. I also ran the DDU again. I get about 70 frames on multiplayer, but looking online it looks like I should be getting around 140. Should I maybe talk to MSI about possibly getting a warranty?

What model of psu does he have. He may have a high wattage but in reality it may not be that high. Some cheap psu's say they are 600 watts but only put out about 400 watts.

Have you checked the voltage the 12V rail is putting out? Seems weird you started having coil whine or something that sounds like it after being in his.
