Display Problems on HP Pavilion Slimline

The HP PC has been plugged in but turned off for about a year. My wife used it to watch youtube cooking videos in the den. She is a great cook by the way.
It's a HP Pavilion Slim line s3521p PC. AMD Athlon X2 4096mb 500g HD with a onboard video by Nvidia GeForce 6150se Graphics.
Originally Vista, but updated to W10 about three years ago.

Turned it on to get W10 updates, but the monitor is blank. I changed monitors and also blank. Ordered another video pci-e graphics card and installed it, monitor still dead. I get no signal from the new vga port on the new card and no signal from the onboard vga port.

Any ideas on how to force the pc to use the new vga port with out a working monitor plugged in?

Sounds like possibly the video cable is bad? What about trying a dvi connection?
 
Tried that, replaced the vga cable and since the new video card is dvi I had a dvi to vga adapter, still no display. the second monitor has auto scan looking for a signal from all three setups. Then I tried another video card that I know works and its too is, no signal.
Usually with a pc when you install another video card in a slot the pc sends the signal to the new port, but not this time.
I was hoping someone would say, "Move Jumper to second point," or something like that to force the video to move.

I'd throw another psu in there for testing if you have a spare laying around.

Just because you don't see video doesn't automatically make it a video specific problem, especially as you have changed video adapters. I assume the monitor still works on another system.
 
I got it working.

I pulled the memory chip, hit the power button, heard two beeps, unplugged power, reinstalled memory chip, power up again and I have display working on the onboard port again.
The Nvidia GeForce is working again. Since the PC was turned off but plugged in for over a year I see it's got a lot of Updates to do.

Now I still have a spare video card for my collection.
