As in you're not purchasing this anytime soon? If not, I wouldn't make a decision now. AMD Zen 2 based mobile processors should be released by the end of this year.

At those prices, I wouldn't go anything below the RTX 2070.

Are they going gto be faster than the 9th Gen i7?

That's up to you, you said you're waiting on a job, right? I'm just saying I wouldn't make a decision now and then purchase it in a few months. The market could be completely different.
