WIndows 10 Having an Issue with Graphics

So, I have a current issue with my Desktop PC Graphics, particularly with 3-D games. I can load in a game perfectly. I can play through it initially very well with no drops below 60 FPS. However, the longer I play the game a stuttering begins. It's computer wide and affects the Player on YouTube, it affects Discord, it affects everything. After shutting the game down I also notice that the YouTube player is de-sync'd, and will play audio as the video plays but the actual visuals are seconds behind the audio. I've tried to find out through editing settings on Nvidia 3-D Settings, and the only consistent way I can fix it is to reset my comp. This hasn't been too much of an issue when I play Ark: Survival Evolved in the last month of use- However, in the past 2 days the problem has come up again, and is sending me down to 10 fps even though i've changed none of the settings.

Is it the computer in your signature? When's the last time you reinstalled Windows? Are your driver's up to date?

Yes, those are the main components of my CPU, I have not reinstalled windows, is there a timeframe I should be doing that? And all my drivers are up to date from what I know.

Sounds like throttling to me, likely from overheating.
