memory frequency different

I bought 4 x 2 gb ddr2 800mhz ram and have installed it.
When checking the bios, the memory frequency shows 800mhz. Also when I do cmd memory check it also shows 800 kHz per stick.
However, when use 'SPECCY' diagnosis software in Windows (7), it only reads the RAM 399mhz.
I have done a memory check and there's no errors.
What do you think?

Most utilities support the 'real' frequency. Double Data Rate memory has an effective clock speed of double so a real 400 MHz gives you the effective 800 MHz that it's running at and rated for.
