ok when i go into my bios to overclock and the default setting is 200 for the cpu frequency. What is this speed exactly? is it really equal to 2.0GHz? or is that fsb or what?

i also need to know if its safe for me to overclock because my cpu idles at 40C.

Sort out your cooling, as you should be getting about 30C at idle, even with stock cooling. Have a long, hard look in your case and think what the airflow is.
