What does this mean?

See When I'm listening to music I hear everthing I do in the background. If I click on something it makes the song skip for a millisecond, if open a program I can hear it. I have no clue how to make it stop

Have you tried turning off your Windows Sound Themes?...the noises windows make when you open or close window boxes etc. Could be interfering with your media player.

Its not like ding or anything, it is more like a static sound almost, but you can hear a small click noise in the background as well

try this...
Goto "Control Panel", "Sounds & Audio Devices",
Click the "Sounds" tab.
In the 'Sound Scheme' drop down box, select "No Sounds" then click Apply.

When did this problem start? Are you using the M/B onboard audio sockets or do you have an add-on sound card?

Is it making "sounds" like a normal windows "click" sound etc...or is it just static/interference type noise?

For the past week or so I have been fighting with skipping music on my hard drive, so I replaced my PSU, Sound card, speakers and wires. Today I'm going to be reformatting my my primary drive to clean the drivers out. I shut down the onboard sound as well.

I dont know when this could have started, but I just noticed it tonight.
