I just bought a new Logitech steering wheel for my racing games (Driving Force Pro). I have Logitech Gaming Software v4.60 installed. When I plug in the wheel, it says USB device not recognized. I contacted Logitech, and they told me that it was a problem with the wheel. However, I decided to try plugging in my Logitech controller, and ran into the same problem, it could not recognize the device. Now I'm convinced that it's a problem with my computer, because as of 2 weeks ago that controller worked perfectly fine.
I doubt system specs are a factor, but here they are.
