Windows XP, at the moment. I may switch to Vista, not too sure. And I don't plan to add another graphics card, so I won't get a CrossFire mobo.

keeping similar prices...

get a core2duo processor. the e4300 i think is $117.
instead of a 19xx video card, get something directx10, that is if you plan on playing upcoming games. a 8600gts fits your price range ($165),

and always buy a power supply separate from the case

e4300 is only 1.8ghz.. when my Pentium D is 3.2ghz. That blows that out of the water. And what's a link to a good 8600gts graphics card?

Core 2 duo are far better build than any pentium D, and you can overclock it to even 3.2 ghz so speed isn't a problem get the C2D E4300 you'll be happy with it

that would work quite nice :) altough, have you decided on a Powersupply yet? I mean, 500W may seem like a lot, but when I look at the PSU included with the case,.. well, it doesnt really convince me to be honest. :x

perhaps you should look into a case without a PSU, and buy a seperate PSU for the pc.
