Very weird clock frequens problem

Hi.

When I run CPU-Z it says that I've only got a multiplier of x6 wich explains why my computer haven't been performing why I wanted it to. So I've finally discovered the problem, but then now, when I open BIOS to change the multiplier to x9 as it should be as stock it is already set to x9 . What do I do?

Its intels speedstep. Look at it under load and itll jump up to 9. It conserves power and lowers heat when your cpu isnt under stress, but then increases the multiplier when it is.

But unfortunately that does not solve my problem :(

I only get around 11k in 3dmark06, and I know I should be getting a lot more than that. All my drivers are up to date aswell.

Here is what I get when running 3dmark:

Im using XP 64-bit

3Dmark score: 10721
SM2.0 score: 5136
HDR/SM2.0 score: 5444
CPU score: 2069
