Strange. What happens if you copy from one external to another? If it works, create a backup and format that drive that is in question. Maybe this will help.

I would think if your streaming and looking for better quality. Your internet should at the most you can get and stream good quality.

Yeah, it spikes to 100 and goes back down to 25 and vice versa. It stays hitting different #'s, but ends up hitting 100
