I know we are talking about CPU's but I seen people apply a whole tube of paste on a graphics card and get better temps then before.

Okay, I will tell him to try this. He has arctic silver paste which I know is a good thermal paste. He does put more then enough paste too much paste isn't so bad. Its only bad if it somehow goes into your socket.
