    The video card is backwards compatible from PCI E 3.0 to PCI E 2.0.

    Try disabling wake timers in Additional power settings, sub group sleep.

    Did someone originally setup your PCs to gain access to the internet and do you pay for a static IP? If you pay for a static IP, call your internet provider for the static IP and setup.

    Does it boot up into the OS? Try looking at task manger with keyboard shortcuts and see if there is a program running that is locking up the hardware.
