    Dunno about Cool n' Quiet, but Intel has a similar thing called SpeedStep. If it is indeed that, you SHOULD be able to disable it in your BIOS. It downclocks the CPU to save power, heh. Although under heavier loads it should be running at "full" speed...

    Two fans on top of each other doesn't increase CFM, or flow. Quite the opposite actually. The fan on the headsink should be SUCKING in air on top, and blowing it through the heatsink to disperse the heat. Make sure the heatsink is making full contact w/ the CPU...
