Put the harddrive into a working computer as a slave drive and transfer the files you want off of it. You could also use one of those external drive enclosures, then transfer via USB.

Fans, especially cheap ones are VERY likely to fail. I've gone through quite a few cheap fans in the past. One was on the CPU heatsink. One was on a videocard. It's not necessarily the problem in this case, but I think unplugging the fans is THE place to start for sure.

If you go to Control Panel, Sounds Click on your speakers, then properties Go to enhancements. There is a place there where you can change the pitch of your soundcard. I don't know if this will help you, since the defaults should sound normal.

No, just pop your Windows CD in and boot to it after you've changed the MB out. You will then be able to delete old partitions, format, etc.

I'd unplug all the fans, then start the computer up and see if it boots. If it does, it's a simple matter of replacing the fans.

I took a quick look at Tom's Hardware. Looked at 3800+ X2 vs. Intel DC 2140. 3800+ smokes the 2140 and is $11 cheaper.

I leave mine on 24/7, and let it go into sleep mode after a few hours. In sleep mode the computer uses almost no electricity whatsoever. As long as you have decent parts, your computer will probably die of obsolescence before it will die of being turned on too long.

I never have quite understood the multiple optical drive thing either. I'm sure there are some situations where it's very handy. Maybe there is RAID for OD's now and we don't know it.
