I would do the SSD first... might not be worth all the trouble to swap out the CPU most probably cheaper to just buy a new laptop at that point. SSD should make a significant difference!

As I was reading this and saw the word client I was like how do you even get hired for the job? If you don't even know what hardware to get I don't even want to think about whats going to happen when you have to configure the server. Do you even know how to use a server OS?

I'm sure it will get patched up by AMD. Check their site for updates. If AMD doesn't patch it I'm sure the watch dogs devs will for sure.

you will need to have something that can accept a stream... unfortunately with out smart tv or playstation/xbox or wd tv it's going to be nearly impossible.

Go with windows 8 just like strollin mentioned Classic Shell will give you a start menu just like win7. Honestly win8 is a lot better when it comes to performance. It takes me 3 seconds and I'm in!
