Bad Readings

I overclocked my e6600 yesterday. The multiplier is set to x9, put the frequency up to 366, and vcore voltage up to 1.45. When i do start>right click my computer>properties, it shows my processor is at 3.29ghz. When I run cpu-z or pc wizard it reads my speeds at 2196mhz and my multiplier at x6. Every 30 seconds or so the multiplier goes up to x9 and speed at 3295mhz for one second then it goes back to x6 and 2196mhz. My specs are in my sig. Anyone have any suggestions.
 
If you want the speed and multiplier to constantly stay at 3.29GHz disable EIST and C1E in the BIOS. What's happening is your CPU is running in a lower power state whie it's not in use.
