recently the developers at treyarch opened up the question of "quickscoping" to the call of duty community by means of a polled thread on the black ops forums.
the thread (now closed) can be found here:

the statement that a few treyarch developers have made basically accuses quickscoping of being overpowered or cheap and and something that needs to be addressed. as you can see by the poll results, "quickscoping is overpowered" won by a slight margin.
i honestly can't understand how anybody labels using a sniper rifle, in ANY call of duty game, cheap or overpowered. lets face it, in MW2 the sniper rifles were borderline novelty weapons; assault rifles (and sometimes SMG's) are the weapons that you choose if you're looking to consistently (key word there) do well. lets face it: assault rifles are king in call of duty games, period.
my opinion on this: treyarch has got it completely backwards, sniper rifles have always been at a disadvantage against AR's. quickscoping is extremely difficult to pull off consistently against competent opponents running assault rifle/SMG classes. now i understand that the game mechanics have been tweaked slightly and a bit of recoil has been added on to assault rifles, but honestly it would be nice to have a call of duty game where sniping is actually a reasonable choice for competitive play.
anyway check out this video.. i think it basically sums up what i've just said
