I'm going to apoligize ahead this is a pretty nooby question.

after i put my computer together when i first turn it on all that is going to show up is Bios correct? from there how do i install an OS do i just put the cd in?
 
Pretty much, unless something went horribly wrong when you put it together. I think the BIOS will show up and then a black screen appears asking you to do something(I don't remember exactly what it says). Once that happens I think you just have to put in the CD and start following the steps.
 
Bioses tend to default to a floppy drive as the first boot device, then cd roms, then hard drives. What you'll see is the Power On Self Test, showing you the cpu installed and memory installed, or possibly a full-screen logo. This can be removed by going into the bios itself.

So, yes, boot off the cd and it should work fine.
