Could a BIOS temp probe be wrong?

I know computers heat up fast.
But my brother left his computer off all day...

He got in to BIOS ASAP, and his core was already reading 54C after running for about 10 seconds.
The core doesn't get above 60 under load, but is it normal for one to heat up that fast?
His computer also periodically freezes doing normal work, or just sitting idle.

He's running an AMD 3400+ on a MSI K8M Neo-V (we think, it's hard to tell right now, I can get a better answer later)
The cooler is unknown.
It was bought custom from a local computer shop a few years back (like 2 I think, probably less)

What's a safe temp range for an AMD 3400+ S754 anyway?
He's not overclocking at all.
Stock HSF
Video card is an ATI AIW 9600XT

*Edit*
When I say normal use, I actually mean transfering video to the computer using the video card, editing it, then burning to DVD.

have him take the cpu and heatsink out clear all the thermal paste off it, and buy some arctic 5 and use it make sure to clean the heatsink of dust and stuff and put it back together should be good then

Yeah, that's what I was thinking of doing.
He's a little bit tight on money right now though, so we'll probably do it asap.
Especially since he doesn't have any case fans either.
:s
We have a 400m clip on Fan hooked up blowing on it though, lol :s

Don't do ANYTHING. Do not listen to these guys. Apparently they don't know what they're talking about. You do not need to rip your computer apart and reapply paste, etc. That is a normal temperature. And you say it never goes above 60 at load. This is good. Also, if you did not have a heatsink/fan, your processor would go up in smoke in a few SECONDS. Yes, they heat up VERY fast.

Since nobody knows what there talking about, do you know what the max temp for a 754 3400 is. Its 65 to 70c, so I would say its running alittle hot. Mine idles at between 26 and 27 and around 40c under load

I'm not a retard, I know computers don't seem to work very well without a HSF.
Thanks for the advice...

But it doesn't solve the problem of his computer freezing every 30 mins or so =)
I can only assume something is overheating.
If the normal range is above 65+ for S754 procs, It may be the GPU?
