gtx 460 to 480 are both directx11. i want to say 2 questions
1. Is gtx460 to 480 able to play directx 9 or 10 games?
2. If my games are lagging, i want to lower the spec, can I lower directx11 to 10?

the cards will work with dx11, dx10, and dx9 games. if the games give the option, you could maybe use dx10 or dx9, but i don't think any modern games let you. the best way to get rid of lag is through adjusting visual settings like AA.

what is your current rig?

what games do you want to play?

Yes they do. Metro 2033 (among others) lets you choose between DX9/DX10/DX11

If you're playing Metro 2033, having advanced DOF turned off is a necessity. this is only for DX11. for some reason it's poorly optimised and doesn't run well.

oh yeah metro does, i forgot about that one. what else though? i know some let you do it through editing cfg files and such but i don't know of any newer dx11 ones with a menu option

Battlefield:Bad company 2 lets you choose between DX9,10,11 aswell,But you have to manually change it in the games .ini files or it will choose what DX version you have...i have DX10 but choose to run BC2 in DX9 because it runs better....and i could couldn't really see any difference between DX9 and DX10.
