Downloading Issues

First off, let me start off by saying I'm not sure if this is where it goes so sorry if it's the wrong spot.

Secondly, let me give you some info about my computer. I am running Windows XP Pro Service Pack 3, I have 256 mb of ram, and my comp is an all around piece of shit. Its from the late 80s or early 90s.

Now for my problems.
plain and simple: I can't download. Don't suggest changing my firewall settings because that's not the problem, I can promise you that. I found many suggestions and none seem to help. It started about a week ago, my computer wouldn't allow me to download binary files. Today I turned it on and now can't download anything. Well, it's not so much as it's not allowing me to, but whenever I try to download anything it automatically pops up as canceled, and when I click "retry" it looks like its working but then when it's finished downloading it there is nothing there. It's weird because downloading worked perfectly for me just a couple weeks ago. I scanned my system with Avast (an antivirus) and it found nothing. I scanned it with Advanced system care's spyware removal and cleaned it up. It says there is no threat there now, too but it's still happening. Since the time it worked I changed NO settings and didn't download anything new. The last thing I downloaded was an legit program, and it's completely gone from my computer anyway. Also, I think it is some kind of hidden spyware because almost every time I open something, this window pops up (shown in the link at the bottom of the page), however, I'm not even sure if they are the same problem, but they did start at about the same time.

Disable content advisor in Internet Explorer, that part of IE doesn't even work correctly and needs to be taken out of IE.
 
+1. Never leave it enabled. Are you an administrator of your computer?

P.S. - 256MB RAM in late 80s/early 90s!? No way. That must have cost a bomb.
 
Its from the late 80s or early 90s.

XP didn't even come out until 2001 I believe. Windows 95 came out like in 1995 and most only had 8 or 16mb of ram so there is no way your machine is that old. Most likely your machine is only 8 or 9 years old.
