Dual Core?

Here is just one of many options available as a combo from Newegg. I'm an intel man, but with this type of budget - I feel an AMD Ryzen based system is a nice alternate. (+ Windows to be added and gpu of his choice..1050ti, 1060..etc..) ($700 is a tough budget in our currency as we pay high premium on everything)

I definitely would not be going dual core anything in 2017, so keep that in mind..you'll be kicking yourself.

Dual Core?

With only ~ CAD$ 700 budget, no other option
Cheapest quad core option with up-to-date socket is R5 1400. that would leave you CAD$40 for GPU if budget is CAD$700.
CAD$800 - 850 is more realistic if you want quad core now.

Alternatively, wait for Ryzen R3 for couple of months, probably pair with RX 560 may come close to CAD$700 budget

In addition, at $700 your really skimping on alot of things to make the whole package. I'd personally tell him to wait and save $1000 tax-in budget. That is a solid budget in our currency that opens up a whole lot more options both for now, and with upgrade ability down the road.

Yea $700 cad isn't going to get you squat. What does your friend want to play?

Yea for everyone saying 700$ won't get you anything that's what i told him the first day he mentioned this to me, Just wants to play things like : Rust, Rainbow Six Siege, Garry's Mod. Nothing too intense, I've also told him that a 1000$ Budget is more appropriate and as-well is to go with Ryzen !:)
