If you want my recommendation for racing games I'm going to have to suggest either Need For Speed Hot Pursuit or Dirt 3. If you want an arcade racer, Hot Pursuit's your game. Dirt 3 is rally which is interesting. 
As for action, Just Cause 2. Plenty of stuff to blow up and the game is massive. It'll take you a long long time to complete it.

I would say Need for Speed the run for a racer, Hot pursuit is the older game. Transformers Fall of Cybertron is different then any game pretty much, and is fun.

Not sure which platform the OP wants to play on, but The Run on the PC sucks as it is a console port, and I've played both and personally I found Hot Pursuit to be more fun, which is why I got that over The Run.
You may want to wait for the new NFS to come out. It's going to be called Most Wanted (yeah we know there used to be a game called Most Wanted but they're re-using their names, they did the same with Hot Pursuit) and it's going to have cops in it like Hot Pursuit. Looks pretty good.

Have been playing TM canyon a while back. It's a nice racing game. Also shootmania Storm is very nice.
Guild wars II is also very nice. You won't stop playing.
I saw elder scroll series have price off on steam. I liked skyrim, and most people say the other games from the serie are almost as good. Maybe buying the package myselve

By the looks of his specs, i doubt he could play that, I used to have a gtx 530 in this computer, before i upgraded to the AMD 6850. Borderlands maybe, but no way sleeping dogs

But just cause 2 is good, skyrim is good, I found red faction armageddon to be quite good, Battlefield 3, for racing grid is good so are the f1 games, bishock, dragon age, fallout 3, I found unreal tournament 3 quite fun and the two batman games (Arkham Asylum and Arkham City) there's quite a few tbh
Even with the specs in your sig you should be able to play a few of those, if not all, if you sacrifice the graphics quality.
