GTA:SA Acts Funny With New Processor and Video Card (Fast then slow)

I just decided to reinstall GTA:SA after gettin a new video card and processos. it played great before. now it goes really really fast, then back to normal speed. all the cars and people and me go fast.. then I wanted to take a video of it with fraps. but It stops doing it as soon as i record.. I tried diffrent resolutions and frame limiter.. still does it.. its like my card is to good for the game. lol?? Any sugestions?
 
it might be because u got a x2 processor. Start the game, alt-tab to desktop, then hit ctrl-alt-del and the task manager will pop up, go to processes and look for gta under the 'image name' section. right click --> set affinity --> untick either CPU 0 or CPU 1 --> okay --> close down task manager --> click back to game via task bar.

That might fix it, also make sure u got the latest video card drivers and the game is patched (if available)
 
I will give you the key for this game:
do not change the quality of the visual features cuz that is what happened with me too .
I mean you have upgraded your pc to you thought it will run it so smoothly although you raise the quality to very high,then you found it a little slow so you decided to lower the quality and the result is that it wont get back to normal speed.
 
your frames are going too high its a common problem with gta and dual cores.. just do the afiinity trick mentioned above
 
You'll need to install either the Amd dual-core optimizer, M$' hotfix, or the AMD dual-core drivers to be able to set affinity. But with all three of those installed you shouldn't have too, it should run better instantaneously.
