How to edit the read-only PDF files?

Is there a way/program which allows me to edit the read-only PDF files?
I found a PDF file on the internet, but I can't copy-paste it to WORD and I thought there needs to be a program which allows copy-pasting through editing the program.
Am I on the right path?

Have you tried contacting the author for a edit-able file? The pdf you linked to is copyrighted, so contacting the author is probably your best bet.
