Could be a number of problems. Did you make any changes before this happened? Did you try the guide in this forum? https://www.computerforum.com/threa...ing-a-pc-which-will-not-post-or-start.209946/
For a laptop not all of those steps apply, but some will. To test your battery, jsut remove it, plug it and try to boot. The same goes for Drives.

The power LED is blinking the error code on HP laptops. You should notice a pattern and look it up on their site. Could only see it briefly from the video.
Example: Three short blinks and a pause, repeat = RAM issue
Edit: watched it one more time. The other buttons are blinking with it, could be a power issue from trying to start repeatedly.
