Low Fps On Computer

Hi, i have a pretty nice comp,

Microsoft XP
Nvidia GeFORCE FX 5200 PCI 128MB DDR
AMD Athlon XP 3000+ 2.167GHz
512MB RAM

i do not know what the problem is, is there a way to set your overall fps for your computer?

The computer in general is nice except for the video card which is hurting BAD.
- PCI ... limited to a 266Mbytes/sec as opposed to the potential 2GB/sec+ on AGP ... thats a big bottleneck since it has to share with the rest of the stuff on the PCI buss
- GFX5200 ... this is a budget video card in every respect. It is nothing really more than a modified GF4MX with DirectX9 support. A slowe clock speed, a low pixel and texel fill rate, low speed polygonal processing engine ... essentially this card was not made for gaming ... in many cases, the GF4MX outperforms this card.
