check out pricewatch.com for some good prices on some parts, depends on what your looking for.
try to get a really good processor, and a good motherboard (best if it supports overclocking), because after that, you can upgrade pretty easy. and be sure to get a really really good heatsink and fan (or watercooling) to maximize your CPU's life span.

Have a look at Option 01, http://forums.afterdawn.com/thread_view.cfm/93097 ... it's got a crappy videocard but the target budget there was $1000 (and it kicked in at just over), you can easily up the video card from that baseline if you want to.

Here's the system that I'm building for my friend -
IC7-G MaxII
P4 2.8 GHz Prescott
Kinston ValueRam 2x256MB PC3200
NEC DVD-/+RW
Saphire Radeon 9600XT 256MB
Maxtor 160 GB SATA HD
The price along with his case and a monitor should be a little over $1000. If you have more money I'd go with 2x512 MB memory. Of course this is an Intel system as I've always gone with Pentiums (since the first Pentium 60 actually).
