I am sure Oblivion mods can be talked about here.
Where are the best places to find them? And maybe how to add them to the game.

And is there a new expansion pack coming out?

Some of the best mods I've seen; makes the game ten times better and more realistic..... Usually mods are just 'click and drag here' and 'insert script there', kind of thing...... But really it's mostly that each mod has there own way of installing...... Just make sure to tic them in the data section of the game..... I would also recommend some script changes mentioned in the guide.........
 
Oblivion's expansion released last week, I believe - it is called The Shivering Isles.

in the forum marked Oblivion mods :) Lots of peeps to chat about the different versions, releases & stuff, as well as questions posed to the creators of the mods (& usually answers to said questions).

There's usually a readme file w/ instructions on how to install a mod - some are just meshes or textures, others may be big game-changing mods & need to be selected in the Data Files option that's there when you open up Oblivion initially.

Well, it depends on what you're looking for. If you would like your characters to have different hairstyles, including hairstyles of other races, there's a mod for that, as well as better skin for 'prettier' characters. "Mods" that actually fix bugs w/in the game are very popular, w/ another popular one being a mod that changes many facets of the leveling/enemies that Oblivion employs initially. Some add other races, new quests/questlines, & the biggest mods add huge areas (complete w/ towns, questlines, & NPC's). Many of the huge mods are still in progress, but many times they're playable. So again...it really depends on what you're looking for =) It's pretty limitless what you can get, at least from a non-modder point of view (me).
 
I don't know where to find it but I know there is a mod to get rid of the gates of the cities, thus making them load quicker.
