Problems connecting to Internet via 56k.

A friend of mine is at a college right now. She paid for Internet via 56k, and she can't get it to dial-up and connect. She has the number, but every time she tries to dial the line is busy. Others on campus have no problems. It's been a LONG time since I've messed with dial-up.. can anyone help?
 
What internet service provider is she using? And is she using the connector built-into internet explorer, or the program that came with her ISP?

Campus Internet.

She started a new network connection.

It seems when she tries to connect, the connection times out. It returns an error saying "The remote computer did not respond in a timely matter."

It did this when it was trying to verify her username and password..
 
Nevermind, problem solved. She finally took the initiative to ask one of her friends there to help her :)
