Does this mean that it's 2.4GHz fast or since it's dual core, 4.8GHz? As much as I know, doesn't GHz refer to how fast it is?

No it's not 4.8GHz. It's 2.4GHz per thread. Beyond that, use the search feature, there are tons of threads on this
