Hi, I'm selling my laptop and I'm reinstalling windows so the next user has a clean copy. At what point in the installation do I shut it down so the next user can put in their information?
If your reinstalling windows then when the option comes up to format do a full format and not a quick. Could get the updates needed then let it go. Its his from that point on.
He can install what ever he wants.
Reinstall windows as normal assign the user name as either "user" or "owner". They can change the account name and ownership whenever they feel like it. The ownership can be changed by doing a registry edit.
John, you could probably comment better than I could regarding this, but couldn't he use the sysprep command to get it installed for the next owner, while letting them set it up for their own use?
It depends how it is being sold. If you are selling it under individual curcumstances face to face I would just create a generic owner account.
If you are selling through a business you should probably use sysprep to strip the guid and allow the customer to choose local settings. from the post above john seems to be the person to ask about this. It is a little more lengthy but a better way to go if you are selling through business or ebay.

I would do as the guys suggested install windows normally , and label as owner just make sure the drivers are installed , what you don't want through ebay feedback is negative comment that , sound wasn't working , or INTERNET wasn't working , etc,
I would throw a Free AV on as-well +open office , so you could post that on ebay as-well
