I like the note "Engine tweaks, resulted in 10 - 15% fps increases" of the 1.0004 patch

Really? I hope that's more than just "Make it sound more appealing" talk. I might just apply this patch, though it's only increase Fps 2-3 frames.

would you do the mods before or after the patch?

After, But that's just preference. I really don't think it would matter much, Upon starting up the game (after patch) it would either load a game, or not. Or it will load but crash upon execution of such a mod.
