testing Network Speed

I help administer a network at work and we are having some users complaining that their Network connection has gotten really slow.
We have approx. 20-30 machines running everything from windows 98 to XP Pro.

We have multiple Hubs tieing the network together and it seems that the problems are all on one end of our plant, which makes me think it may bea hub or a cable on that end of the plant but I would like to be able to test the Network to see if that is the problem.

Anyone know of a quick and easy way to do this? I know they are getting through put but just seems to bog down now and then and can take up to 30 seconds or more to open a network folder.

Have a runthrough Device Manager --> NIC and check that the NICs are optimized ... a lot of older/cheaper cards are default installed with really crappy settings :) (i.e., a 10/100 card on a 100 network would be running slower than a 10mbit card)

Common sense type of stuff really ... because its highly dependent on the card you have ... if you list the settings youve got we can have a look at it :)
