my motherboard is the asus P4S800D-X when I turn it off and unpluged and then push the power button on the CPU the power led will light for a short second and the fan will rotate for a short while, after that when you plug it to a power source the POST message will read "CMOS setting wrong!! over clocking failed!! press F1 for setup F2 to load default". what could cause this?

For one the capacitors on the board are still holding a charge. That is why the power light comes on and fans spin for the brief second there. At that time you have also removed a needed charge to keep the non volitile ram active then seeing the cmos cleared. You are then forced to reset the time and date just like you would if you removed the battery from board.

The term for this is usually applied to power supplies that fail to power a system where you have to first unplug the ac cord and then press the power button to discharge the caps in the supply itself. When you plug the cord back in and power the system then you have recycled the supply as the term is applied there.
