Now i have databases on ISP1, what do i need to do or have to connect to ISP1's databases from ISP2.I know i will need VPN and ISP1 needs to allow ISP2 to connect, but what else do i need ?

cheers

Im not understanding what you are saying, I am Pretty good with VPN seeing that I do 90% of the VPN issues for the company I work for.

you have an ISP now and you intend on changing later in the year ?
what kinda of databases you have on your ISP ?

VPN Primary used for someone to connect to a company network while
outside the that network. so let say you work for company1 and while your
at the office you are on the network, but you have to go on a trip
and need to access your company network. you would use VPN to
create a secure connection to you office network.
When you connect to VPN, the VPN client takes a IP address that is part of the network you are connecting to and your LAN IP is no longer valid until the VPN is disconnected

The first thing you would need a VPN account on the network you are going to connect to, you need a VPN client and next you need VPN token. a device that gives you a PW for that VPN account, these PWs are onetime use and you get a new one each time you use the token. A VPN Token can run from $50.00 US and up.

I dont think your ISP will do this and you may need to think of another way to get your DB off ISP1

Yes i intend to move to another ISP later.
Well it's not really a database but its an IBM server (AS400)
ive talked to ISP1 and they will allow the connection.
ISP2 also will allow me to go outside to connect to ISP1, so yep thats basically what i will be doing, so what do i need exactly in terms of hardware and software ?

no hardware is needed just a internat connection, you will also need a VPN client im sure the ISP1 would provide that if they are going to allow it to happen also you would need a secure PW for the VPN server and that should be provided by ISP1
