What is the Bottleneck?

Try closing all your programs, except for the firewall and virus scanner before running it. I know that if I don't close F@H and uTorrent, I can't even burn a DVD my PC is slow.
 
Okay a little update here. I think I figured out the problem. It was infact my video drivers. Which was weird because I could have sworn I installed the latest drivers at the beginning of January. My average FPS is around 40-45 on Med. settings (AA set to medium, and texture detail on low). I might try and play around with those two options to see how much my rates go down, we will see. Also, why does it take so long for me to "draw" up my character and other characters in the world. I'm thinking because I load up in a capital city where there is alot of stuff happening, so it takes awhile for any card to draw them.

In response to mega's proposal. Which programs should I shut down, I know any of the files that say system shouldnt be shut down. Other than that I dont know where to go...Thanks again fellahs for all your help!
