Would this graphics card improve my framerate with this setup?

Here are my PC's specs:
ASUS M3A76 motherboard
AMD Phenom II Quad Core 3.2 Ghz
4 Gb of DDR2 Ram
450Watt power supply
Nvidia 9500GT(DDR2) Graphics card
I run on 1920x1080 23 inch high deff monitor Res on a SVGA cable

I was wondering if i got a GeForce GTX 470 if it would work with motherboard and if would increase my gaming framerate

Going to a GeForce GTX 470 over a Nvidia 9500GT would be a good boost in performance.

yes if your power supply can handle the gtx 470 it will be a nice boost

A GTX470 is a hell of a lot better than a 9500GT, however, as the other 2 said, your power supply will have to be able to handle it, which it won't, even if it is a good 450W. The GTX470 and 480 are power hoggs to say the very least, they are so damn power hungry that to have the necessary headroom that should be recommended, you are going to need a 500+W PSU.

There is a great offer on an Antec Earthwatts at Newegg now that would give you enough stable power for not a whole lot:

The Price of the GTX 460 cards are coming down. Get a 768MB card and you will have plenty of cash to spare. You might want to upgrade Power supplies though.

This card has a good cooler, and can get good frame rates at 1080p.

These power supplies should be good enough to power a 460 and a quad-core. The OCZ units are okay, but I would rather go with an Antec or Seasonic.
