That was my point. The command prompt is not DOS. And maybe a bit more than just a simple GUI.

They were more than just GUIs. They were 32bit OSes (running on top of 16bit DOS).Windows 95 and Windows 98 like voyagerfan99 said were nothing but GUI shells running over DOS.
DOS was an OS. The command prompt is not.Only thing i see different is many commands are not implemented any more like Dos 4, 5 and 6.
