Fan Extremely Loud

I have a HP Slimline that sounds like a tractor! I know these PC's are crap (I was given it for free) but I really don't think they all sound like this! :p
It has an Intel Pentium E2140 (Conroe) @ 1.6ghz (pretty amazing right? :p) with an LGA 775 socket.

It doesn't seem to be overheating very much the CPU temp stays under 45°C with XBMC running (what I mainly use it for), the max fan RPM is 1664 (I don't know if that's particularly high or not).

Inside the PC, there are four screws screwed into the motherboard around the CPU and the fan is just placed on top of the CPU with those four screws lining up with four corresponding holes on the fan. You can literally just lift the fan off! That doesn't seem right to me.
It seems to me that it is the CPU fan to me however that's just a presumption. If it is would a replacement fan do the job? If so could you suggest one? :)

Also I forgot to say that the loudness can vary, sometimes it sounds perfectly normal but it always goes back to being noisy. :)

Yup :)
When I first got the PC their was a huge sheet of dust covering everything! I literally had to pick up the fluff in certain places and take it out :p But it's pretty much dust free now :)

Most intel fans are the same, they should have four locking points and the fan and cooler are one unit so the fan should not be able to come off, even if it is a different style of fan like a screw on to the cooler fan, it should still be screwed into place not loose.

I would get a cheap aftermarket cooler.

An HP slimline probably will not fit a cooler that big.

If the fan is making noise and you just want it to be quieter. Just install a new fan. Can you post what the cooler looks like. Are there any numbers that you can find on it?
