Best Univeral Format? For Win 7, XP, and MAC?

I have two external HD's that I formatted under a Mac (I am not too sure what the formatting is called, something Journaled), but I want to reformat them o work on all my machines. I have an iBook and Windows 7, and I use XP at work. So what is the best universal format?

Network them and you don't need to fuss with file systems. FAT32 is compatible with everything but it is not as secure and has limitations.

There is a new 64bit FAT in the works but I don't think anyone supports it yet.

I tried networking them. Maybe I didnt do it correctly, but I am able to see my mac desktop, but I cant see the external HD's. Any idea what I am doing wrong?
