can't increase cpu fan speed?

i use SpeedFan 4.29 -- latest version, and cannot get my fan above 560rpm (23%). i have reset BIOS, nothing is working... anyone help?

I couldn't control the fans with my laptop or past two computers. Common incombatability with Speed Fan as I could(at least with the two desktops) with other software that came with the motherboards...

so is there other software that i can use to do this? because right now, playing music, chatting online, and browsing internet, its sitting around 140-f, and that's very little load for me..
