Cheep / Best Value Video card

Hey all,

it's been some time since i posted here, used to post here like 12 times a day 2 summers ago.. anyhoo i haven't kept up with video cards too well, and my friend is looking for a video card around 100-150 dollars (canadian dollars, pretty much 100-150USD) and i was wondering what is the best value video cards in that price range nowadays.
