Computer not booting properly

My neighbors cOmputer seems not to like booting. I get it to boot properly by taking out the ram and swapping which sockets they go in and it seems to work however, not long after it will do the same thing. Computer will boot but nothIng shows up on the monitor. Again swapping the ram works again however, he is getting annoyed that this problem keeps occurring and would like to fix it properly. My question is, by replacing the motherboard do you think this issue would be fixed? I can't get the system specs right now I am going to get them tomorrow but any idea what can be done?

1. How old is the system?
2. What brand memory is being used?
3. Do the memory sticks seem loose in the memory slots?
